Iran Expanding Its Nuclear Weapons Program

Underground and into Military Sites

To continue with nuclear weapons’ programs, the Iranian regime has started the construction of tunnels to avoid exposure


1. Based on information received from inside the country, the Iranian regime has started an extensive strategic plan in order to build tunnels and secret centers across the country, in order to hide its nuclear and missiles projects. Based on the regime’s technical and expertise evaluation, given Iran’s mountainous geographical conditions, the country is suitable for building tunnels and housing inside them secret military centers.







2. The revelations made by the National Council of Resistance of Iran about Natanz and Arak nuclear sites, delayed regime’s plan for access to nuclear weapons, but despite international pressure, and even the suspension of uranium enrichment activities, Iran has continued with its nuclear activities within military installations.

3. The revelation of the Lavizan-Shian site in March 2003 by the NCRI was also a large blow to furthering the regime’s nuclear weapons program, because the Center for Readiness and New Defense Technology, previously located at Lavizan-Shian site, had the coordinating role to further the nuclear weapons’ program. As a result of the exposure of this site, the regime’s nuclear weapons’ program was delayed for at least one year. It should be reminded that due to the very sensitive situation of this site, the regime had completely razed it, and all the soil that were contaminated with nuclear radiation were taken out of the location. They even removed the surface soil as well. Nonetheless, on its visit in June 2004, the IAEA, detected traces of nuclear testing.

4. Considering the above reasons, the Iranian regime has created, and expanded a large engineering management section within the Air and Space Organization of the Defense Ministry, tasked with building secret tunnels.



5.  This engineering center is called “Enforcement Management of Air & Space Organization Development Projects.”

6. The manager of this center is engineer Yadegari. The names of some this center’s officials are; engineer Fariborz Khosh -Seresht, engineer Amiri and engineer Pejman-Sharifi.

7. This management team uses the cover name of “Development Projects” instead of Engineering Management, to pursue the regime’s most secret plans. This center has strict security controls. It is completely prohibited to use the tunnels’ names and all centers as well as the tunnels have a code. This office has very strict and tight security and intelligence system. Access to all maps and documents in the center are only granted by an official permit from engineer Yadehari who is the head of this Managemnt or through his deputy, engineer Khosh-Seresht.




8. This unit is tasked with creating large scale secret tunnels for weapons system. For example, within the last year, 14 large and several smaller projects were created around Tehran and throughout the country. Some of these tunnels are dedicated to secret military-nuclear factories, completely equipped with water, electricity and air conditioning. Other tunnels are dedicated to storage for weapons and missiles built to the required technical standards.

9. The location of some of these tunnels is within military areas around Tehran including Parchin. The mountainous terrain in Parchin and military areas around Tehran has created good conditions for the construction of tunnels.

10. The enforcement management of Air and Space Organization has taken measures to build several tunnels for nuclear projects under the direction of Revolutionary Guard Brigadier General Seyyed-Ali Hosseini-Tash and  the Deputy to the Defense Minister is in charge of the weapons and biological program within the Ministry of Defense in Parchin.

11. In Parchin site, for the purpose of laser enrichment, the regime has taken measures to create a secret tunnel. This site is under the cover of one of the chemical projects in Parchin, as I revealed it in March.

12. Mohammad Amin Bassam, a laser expert from Defense Ministry’s laser enrichment, is in charge of this program.




13. The new information I have received from my sources inside Iran who have proven accurate in the past, demonstrates that in addition to the site I revealed in March, the regime has built a number of tunnels and secretive places in Parchin to further its nuclear weapons program. One of these tunnels is located under Parchin’s stone hill.

14. It is because of the existence of these underground tunnels that the Iranian regime has not provided the International Atomic Energy Agency with access to visit the sites in Parchin.



The complete secret documents that I am revealing to you today, is related to one of these tunnels which were created by the Air and Space Organization and the details which you can see on the map are as follows:
This center has a main tunnel which you can see at the center of the map. It is 300m long with 6m wide.
  • This tunnel from a 170m distance from the entrance has 10 branches (meaning 5 branches each side). The length of each branch is 125m and their width is between 10m to 13m. Therefore, the extent of the installation built underground, is of 240m X133m which is an area of 33 thousand square meters.
  • Two side tunnels are also connected to the branches and operate as extra entrances.
  • In between the branches, there are concrete walls with 15 to 20 meters diameter.
  • Within each branch, as can be seen in the picture, there are very large factories.
  • The width of one of these factories in the map is 13 meters. The length of each factory can be expanded up to 120 meters. The height of the factories is about 9 meters and at 6 meters height it has a false roof.
  • In this hall, there are a total of four large air filter equipments. They are to filtering the hall’s interior air, as well as take out the air polluted by the equipments inside.
  • It becomes clear in the other map that this complex has a large mechanized installation for heating and cooling. Its capacity for fuel storage is more than 200 thousand liters of fuel.
  • The visible seal on the map belongs to the Enforcement Management of Air & Space Organization’ classified documents center, which executes the tunnel building project and concrete structures for the regime’s military units.
  • The map drawing location is Ali Akbar headquarters situated within the Air & Space Organization’s center in Khajir area. The name of this headquarters was later changed for security reasons.
  • The picture you are looking at, is the opening entrance to this tunnel. The photo shows cutting the layers of the ground. The position of the lights demonstrates a tunnel with low slope going towards under the mountain. The relative width of the tunnel as well as it height can be seen in the tunnel. The width and the height of the tunnel allow cars and trucks to enter inside.
  • The massive concrete walls between halls, demonstrate the potential explosive nature of the type of work that is being performed in these tunnels.

Secret meetings of IRGC Commanders with A.Q. Khan

 

The mullah regime insists that its meetings and contacts with the Pakistani nuclear scientist, and the father of Pakistan’s nuclear bomb, Abdolghader (A.Q.) Khan have been conducted in non-military context. But this is a sheer lie and the mullah’s regime hides its true intentions in this regard. Right now, I would like to introduce A.Q. Khan’s main counterpart within the Islamic Revolutionary Guards Corp (IRGC). I also ask the International Atomic Energy Agency to interview him as soon as possible.

 

1-     Based on reports that I have received, in 1986 and 1987, three Commanders of the IRGC met with A.Q. Khan in Tehran.

2-     The head of the IRGC’s delegation was Mohammad Eslami the chief of IRGC’s research center. At the time of the meeting, the main mission of IRGC’s research center was nuclear weapons research. That meeting was coordinated by then head of Atomic Energy Organization of Iran, Reza Amrollahi.

3-     Following these meetings, relations between IRGC and AQ Khan network became very close and Pakistan became one of the main countries to help Iran further its nuclear research goals.

4-     At present time, Mohammad Eslami is a Brigadier General of the IRGC and leads the Defense Ministry’s institute for defense education and research.

5-     In addition to meeting with the IRGC, another delegation from Atomic Energy Organization of Iran met with A.Q. Khan. The participants in this meeting included Mohammad Reza Ayatollahi, then Deputy Director of Atomic Energy Organization of Iran, and Seyyed Mohammad Haj Saeed, chief of Directorate of Research of the Atomic Energy Organization of Iran. Ayatollahi is currently the Director of the National Organization for Civil Registration and Haj Saeed is a member of the Atomic Energy Organization of Iran.

 


Acquiring a Nuclear-capable Missile with the Range of 3,000 km

 

The Iranian regime had pursued the missiles project with the goal of acquiring missiles capable of carry a nuclear warhead.

 

As such, the regime has set in motion a twofold plan;

a) An attempt to build missiles with nuclear warhead capability

b) To import such missiles and copy them, using reverse engineering

 

This was the intention when Iran secretly purchased cruise missiles from Ukraine.

 

Four years after receiving the cruise missiles from Ukraine, the Iranian regime, has now mastered the technology through reverse engineering process.

 

In a meeting of the regime’s Supreme National Security Council, Defense Minister, Ali Shamkhani declared that by acquiring this 3,000 km range missile with nuclear warhead capability, the Iranian regime is able to threaten the European countries.

 

As you know, on January 28, 2005, a member of Ukrainian Parliament Mr. Hryhoriy Omelchenko, wrote in a public letter to the Ukrainian President Viktor Yuschenko, that Ukraine had illegally sold (in 2001) cruise missile to Iran.

 

In an interview with the NBC News Network, Viktor Yuschenko said that the previous Ukrainian government had been illegally selling long range missiles with nuclear warhead capability to Iran.

 

In his TV interview, Yuschenko showed the audience a copy of the contract which stated that 20 missiles were sold to supposedly Russia when in fact they were sold to Iran.

As well, the Ukrainian prosecutor said to the Financial Times newspaper that in 2001, his country sold 12 cruise missiles to Iran and six missiles to China. All missiles had the range of 3,000 km.

 

Today I wish to elaborate on the fate of the 12 cruise Kh-55 missiles that were sold by Ukraine to Iran:

 

1-     These missiles have nuclear warhead capability. There are 12 missiles and they were received by Iran’s Defense Ministry. Subsequently, they were delivered to Islamic Revolutionary Guard Corps (IRGC) missile unit. The IRGC, reconstructed the missiles and then transferred them to its secret centers. As of right now, these missiles constitute a portion of IRGC’s missile capability.

 

2-     Two of the above received missiles were delivered to Engineer Karbalaii, director of the cruise center, a division of the organization of Air & Space within the Ministry of Defense. Two missiles were transferred to cruise industries located in Parchin military complex in order to undergo a reverse engineering process. The cruise systems industries group is known as “Plan 4.”  The “Plan 8” is the chemical division related to the cruise industry.

 

3-     The individuals forming the cruise industry are highly advanced experts in defense industry, many of whom have obtained their advanced training from countries such as Russia, France, Germany, China and North Korea.

 

4-     Various parts of the Ukrainian Kh-55 cruise missiles have been separated and transferred to different divisions within the cruise industry.

 

5-     Within the Parchin military industries, there are divisions called “Directorate of Research,” “Directorate of Education,” “Directorate of Fuel,” and “Directorate of Warhead.” These experts have performed reverse engineering on various cruise missile parts in order to mimic its technology. Based on most recent reports, during the past four years, the experts from cruise research division have been able to rebuild the pieces of these missiles. The Iranian regime has gained knowledge and access to this missile’s technology.

           

6-     In a meeting of the Supreme National Security Council, headed by Khatami and with the presence of Defense Minister, Ali Shamkhani, he reported that currently, in addition to the cruise missiles which the regime had already built, Iran has been successful in acquiring the technology for Kh-55cruise missiles and Tahran is in the last stages of reproducing this missile. At this same meeting, he mentioned that by acquiring this cruise missile with 3,000 km range, the regime has been able to threaten the European countries. He clarified that this missile, contrary to Scud and Shahab 3, is very difficult to intercept and have a defense against it.  The Kh-55 cruise missile flies at low altitude, making it easier to evade detection.

 

 


Details of Cruise Division of Air & Space Organization

 

1)      The cruise systems industry group contains; a command center, an independent research center, several independent industries, several companies in Tehran and military industries in Parchin and Mashhad.

 

2)      The cruise systems industry group is one of the most important divisions of the organization of Air & Space of the defense industries. Its extensive centers in Parchin and Lavizan, Tehran and Mashhad, demonstrates the significance of this industry for the regime’s Defense Ministry. The names of some divisions and directors are as follows:

 

-         Engineer Karbalaii, is the chief of staff of the cruise systems industries located in Parchin military industries.

-         Engineer Tolouii, is the head of Research Center for cruise systems located in Lavizan, Tehran.

-         Engineer Mahdavi is the Deputy Head of Shahid Fassihi Research Center located in Parchin.

-         Deputy Head of shahid Moslimi cruise missile war division located in Parchin.

-         Engineer Khalili, is the head of the “Basamad Azma” company (this company operates for cruise systems.)

-         Mullah Yasaghi is the head of Khamenei’s delegation within the Parchin cruise systems industries.

-         Dr. Fesharaki is the Deputy Head of Defense Ministry’s Research and Education and is the head of education in Air & Space organization. He has close contacts with the cruise industries. Several of the cruise industries experts work under Dr. Fesharaki’s supervision.

 

3)      It should be reminded that strengthening the missile system has been a pivotal part of the mullah regime’s military strategy. Following the 1988 cease fire with Iraq, the Iranian regime adopted the following Preventive Defense Strategy based on the following 3 fundamentals:

 

-         The ability to sustain high casualties; For this goal, the Bassij (mobilization) force was created within the IRGC.

-         To acquire the missile technology, considering the weakness in Air Force and in order to prevent the air attacks.

-         To acquire nuclear bomb in order to prevent the enemy attacks.

 

4)      In this strategy, given the capability of carrying a nuclear warhead, the cruise missile becomes much more significance.  It can carry a nuclear warhead and it allows the regime to reach areas in far distances.

 


Conclusion:

 

  1. Contrary to Iran’s claims that tends to downplay its exposed relations with AQ Khan and his network, top commanders of the Revolutionary Guards have been involved with the A.Q. Khan network since 18 years ago.

 

  1. In light of Iran’s nuclear weapons program, its advanced missile technology and the progress it has made in nuclear capable missile is most threatening.

 

  1. The 22-month negotiation between the EU3 and Iran has backfired, and has shifted Iran’s status from a defensive to an offensive position.

 

  1. The policy of engagement, and indecisiveness pursued by the EU3 has further emboldened the Iranian regime. Blacklisting Iran’s main opposition, who provided much of the information on Iran’s nuclear weapons program, has proven counter productive.

 

  1. There is a race between two clocks; the nuclear clock which after Ahmadinejad’s presidency is ticking faster, and the regime change clock that has been slowed down by restrictions imposed on the Iranian opposition by the State Department and the European Union.

 

  1. The United States need to slow down the nuclear clock by urging the Europeans to include another option, which is referring Iran’s file to the UN Security Council, and to speed up the regime change clock by empowering Iranian opposition, and removing any and all restrictions on the Iranian opposition.
